美國財政部18日公布的最新數據顯示，去年11月全球央行大幅拋售手中美債。中國大陸更單月劇減664億美元，創下5年以來最大降幅，所持美債部位僅剩1.05兆元。

華爾街見聞報導，美財政部公布的國際資本流動報告（TIC）數據顯示，中國已連6個月減持美債部位，累計減少1,947億美元，拋售速度驚人。分析師表示，過去幾年比利時在美債部位的操作上和中國高度重疊，因此不少的市場人士認為中國借道比利時持有大量美債。

去年11月比利時持有美債規模，由1,169億美元降至1,135億美元；若將中國和比利時的美債部位合在一起計算，等於去年11月減少的美債總計達698億美元，正好和當月份中國減少的外匯存底相當。

分析指出，中國大舉拋售美債的原因，和中國官方為了支撐人民幣匯價、阻擋資金外流息息相關。中國作為全球擁有最多外匯存底的國家，為穩住匯率，外匯存底在過去兩年內已減少4分之1。中國持有的美債量在2013年達到1.32兆美元的歷史高點後，累計減少2,700億美元，目前勉強維持在1兆美元的水準之上。

值得注意的是，近期減持美債已成為多數央行的操作選擇。報告顯示，截至11月的過去1年，外國央行的美債拋售規模達到4,050億美元的歷史新高。

去年10月超越中國成為美國最大債主的日本，同樣也連續4個月減少手中美債，11月拋出233億美元，其持有量降至1.11兆美元，仍為美國最大海外債權人。

對於美國兩大債主大舉拋售美債，路透引述傑富瑞（Jefferies）駐紐約貨幣市場策略師Tom Simons認為，可能與當月川普贏得美國總統大選後、美國利率急升有關。

英國金融時報警告，若中國加速減持美國公債，美國利率恐怕會進一步攀升。「債券天王」葛洛斯（Bill Gross）稍早曾警告，若美國公債殖利率穩定站上2.6％，則代表美國債市將進入長期熊市。

北區國稅局基隆分局為宣導民眾於購物或消費時向商家索取統一發票，特辦理持「統一發票」（含電子發票）兌領「租稅宣導月曆」活動，自二十八日上午九時起（辦公時間），兌完為止，地點於基隆分局一樓服務台、七堵及信義稽徵所。

今年的「租稅宣導月曆」除有民眾喜歡的當季水果外，並於月曆上印製稅務常識，提醒納稅義務人相關國稅法規及稅務例行性申報時間，灌輸納稅義務人正確稅務常識，減少徵納雙方爭議，並增進稽徵效率。

基隆分局指出，民眾只要捐出十一、十二月未列印買受人統一編號且每張消費金額達八元以上之紙本發票八張或無實體發票五張（發票驗後不還，全數捐贈慈善機關），即可兌領租稅宣導月曆一本，每人每次以兌領一本為限，兌完為止。
